Fake money requests are an inherent problem when you give people the tools to transfer money, period. Most people are morons and don't check things. It happened in the past when people only had cheques, it happened with online banking and it happens when you offer people the ability to send payment request links. Payment requests do not augment this risk.

Let's be clear about one thing: Rabo is not doing this for security reasons or for the customer, nor should you assume this is a security feature. It's about about minimizing the amount of manual interventions they have to perform in the process of transacting money. You can add an infinite amount of checks and people still screw it up. People should not need to know about address books, IBAN name checks and the fact that they possibly need to update manually stored IBANs. Forcing people to deal with that flow is the mistake.

Do you see how pervasive the old flow is and how the user interface of all online banking environments has been misguiding us for about 20 years? :-) You're thinking again about sending money, while you have it in your power to have all friends send you payment request links (if they want their money ;-)) and for most companies to handle this via direct debit transfers and other recurring transactions. You can prevent the entire 'risk' you are mentioning here by changing your own behavior.
