It definitely applies even when the bank does not do any special business in the other country. Just read the law. Article 9 says clearly that it applies to all accounts that are reachable according to Article 3. And when you look that up you see that as long as the bank is basically in general able to accept payments, it is defined as reachable.
Of course, it probably helps with some things when bunq specially supports a certain country. But the legal protections are definitely in place regardless of whatever EEA country you reside in. How enforceable that law is of course also depends on other laws and institutions in that certain country.
