did you execute the payment using credit card or bank transfer?
Either way, before starting any dispute or request for reimbursement, depending from the payment method you used, it is best to try to call, email... get in contact with the vendor and ask shipment details, if anything was meant to be shipped.
Good practice is to keep records of the communications you had with the vendor.. even if they were just email sent with no answer.
