This is not necessarily unique to Digital Ocean but through user reports they have been the only merchant identified with this specific issue.
If you like to get into a bit more detail; this is how your bunq card number is structured 💳:
The full card number also known as your Permanent Account Number (PAN) can be broken into 3 main parts. The Bank Identifier Number (BIN) are the first six digits. These numbers indicate the type of card and it contains information about us 🤗. So merchants know that your card was issued by bunq 😎. At bunq we use the next two numbers to indicate the country of your card 🌎 with the rest being unique to you. 💪
Merchants can lookup a BIN (the first 6 digits) to do a couple of checks before allowing a purchase (for example, if they only accept Credit Cards). It appears to be that Digital Ocean uses it to decide the origin of the card for tax purposes.
Even though, Mastercard® offers an official verification service, different merchants verify the information using different sources. It seems like the source that Digital Ocean and their Payment Service Provider are using identify bunq cards as being Austrian (oops!)…. But they are aware of this now, and they are working to fix it 💪
