Besides that, your example; how on earth are they going to flag forwards as a potential scamming operation? It’s exactly what flow is supposed to do, forward money!
They have no proper insight in what may or may not be legitimate and they cant do anything about it anyway. Unless they start abusing their own service and automatically reverse transactions they believe are fraudulent. They won’t of course.
Point is, they are totally incapable of judging if something is questionable or not especially since banks already have to do that.
What if they decide hey maybe that’s fraudulent, and the FIOD raids your home?
Again, they have no business meddling in such a sensitive thing.
