For example in France you've "Compte Nickel" it's a Fintech initially made for persons who regular bank denied open a account.
IBAN starting with FR.
If you put this IBAN to any company like Orange you've 2 cases.
1) the contract it's rejected without reason
2) the company request a caution 265€ blocked 1-3 years if no incident was made during this period.
If you've right to social prestation like children (kindergeld) the French administration reject the IBAN if the provided IBAN doesn't start with FR.
Same for salary tax (Finanzamt) only FR IBAN accepted for paid tax or receive refund.

France you've the "Banque de France" if you don't paid a credit or if you make check without found or use a debit/credit card without found, you're put inside a file for maximum 5 years (if you paid what you must paid before 5 years you're removed from the file) and when you're removed not anymore information is available about your troubles everything it's deleted and no others company can see for example that yesterday you was inside a file for credit debitor trouble.

When N26 was launched you've a lot of people who want put N26 IBAN (DExxx) but declined and have try to force company with the EU rules.
Company have said not you need give a FR IBAN, others company like credit card company decline the offer if you don't put a FR IBAN but she doesn't say why she reject a offer to France, she said just "no" but for exception case she said the IBAN not in FR give a poor score and the offer it's rejected.
Your national Fraud agency and bad commercial practice (DDPP old name was DGCCRF) have reply to claims and say the EU rules it's for technical provider not for commercial company.
French law have not forced company to accept other than FR IBAN because every people's can obtain a regular account in 1 day.
