It’s a service not a bank, only by law it has to be a bank to provide the service.
And an another quote:

Why not a bank that doesn’t depend on interest revenue and complicated, risky business models,’ Ali continues. ‘A bank that transfers your money directly, without first parking it on a massive account just to make even more money.

Bunqs starting core was to have a service with direct payment. But till today they don’t provide it completely yet.
I know, the world is slow and doesn’t change fast, but in my opinion, bunq should join the Dutch payment system as well, to provide the desired service!
