Elena bunq does not support outgoing SWIFT transfers in their own backend at all, regardless of the country. It works only through their partners Wise and CurrencyCloud (both stopped transactions with Russia and Belarus).
Maybe you can find another financial institution or service that can help you with what you‘re trying to do. For example some high-street banks might still allow outgoing transactions to Russian banks that aren‘t affected by sanctions.
