Heda It was possible to block "Online Payments" on a per card basis, bevor introduction of central limits. Central limits was introduced, because some people struggle with the fine grained security/limit settings.
Now you have to disable "Card Payments" and "Dodgy Payments" to turn off "Online Payments" but you can't separate it from "in store Payments".
But on the other hand, if you want your card to work to work for sure, for the next payment, shortly raise the "Dodgy Payments". Make the payment, and whitelist the merchant (or hotel) afterwards.
I guess the problem for bunq is, that some "online payments" also look like terminal payments. The german handyticket for example look for my other Mastercard like an "in store payment", which it is not, it is online via app.
Ali has explained some Bugs in this thread: https://together.bunq.com/d/4467-the-day-bunq-went-to-the-moon/11
Ali Sometimes they imitate being a magstripe transaction instead of an online transaction (!).
So I guess bunq tries to make a compromise between giving the user the power to set the settings/limits on its own and compensate the bugs of the network. Raise the Dodgy Payments (maybe for short timeframe) and the most payments should go through on the first try.
