Amanda Aimée If you enter a phone number then the other person (if they're not a bunq customer) will get a link to a web page where they can enter their own IBAN and claim the money. It only works if the other person has a bank account with an IBAN from the SEPA region, so unfortunately not to Africa. You can also send international payments to many regions through the "Wise" integration in the bunq app, but that also in most cases requires the other person to have at least a bank account in their country.
