All bunq accounts are Dutch bank accounts regardless of the IBAN. You will also always have the Dutch deposit guarantee.
The "resident" option depends on the person's residency, not the IBAN country. Even if you send a transfer to an NL IBAN, if the person that owns the account is a Spanish resident, you would still need to put “residente en España” -- and the other case: if you send a transfer to for example me (I'm living in Germany) to my ES IBAN, then you don't put “residente en España” even though I have some ES IBANs. That's because I don't live in Spain.
