Let me first answer this in a very stupid way: yes, you can. You can send the link to anyone. The interesting questions here are probably: 1) will they be able to use the link (and can you predict that) and 2) is it a good idea to do so?
For 1): bunq.me payments / payment requests at bunq can be paid through several different payment methods. These aren't limited to a certain country, namely:
Especially most Belgian banks will probably support Bancontact, and they will also offer credit and debit cards that might be used for payment. Sofort is also available in most European countries, Belgium is probably on the list. You should be good here.
For 2): You said "klant", so that implies a business relationship. If we take a look at the Terms & Conditions, then there's this part:
Card payments via payment requests and bunq.me are intended for personal use only, please refrain from using this type of payment for business transactions.
As long as you can ensure that the person doesn't choose to pay the request via card, then I guess you should be fine. However, ultimately it's not something that you have agency over. Using bunq payment requests for business purposes therefore always has a certain risk of breaking the T&C (my personal interpretation of the situation!) and with bunq mostly marketing them as "a way for friends and family to pay you back" it doesn't seem like something that they want a business to make regular use of.
If I had a business account at bunq, then I'd probably stay away from payment requests for the time being. But of course it's your call and I know there are people out that interpret the T&C differently.

Het gaat hier om een privé-betaling. Ik wilde duidelijk maken dat het gaat om iemand die klant is bij een Belgische bank. Ik begrijp de verwarring.
