I am sorry you have issues registering your new account. I am not sure what you mean you managed to get verified twice with another bank account... so you have already a bunq account?
Bunq allows only one account per person (for which you can have multiple sub accounts).
My advice, but I am not using android, is to delete the App from your mobile phone, re install it and check your internet connectivity is solid, it might just work instantly.
If not, you could reach the bunq support, if you can not do it from within the App, you can contact bunq via email at support@bunq.com.
