No, it‘s not influenced by plan type. Either you can use local currency accounts or you cannot, there‘s no feature exclusivity beyond that with any plans.
That being said, if you have the BIC then getting the corresponding ABA code is just one web search away. The interface doesn‘t really look very promising, though, I‘d agree with that.
