Did you actually speak to support about this? While the official way might not be possible, if you explain your situation and ask for some options, maybe they can do something manually to help you. At least that wouldn't be completely unheard of. Obviously I can't promise anything and I'm also not working at bunq so I don't have the necessary insight there, but just in case you haven't tried that avenue, it might be worth it to ask.
Other than that, if you just want to close the account and be done with it, but the top-up methods don't work for you, I have two ideas: Either also contact support and ask for more options regarding the account closure (could be that they just forfeit your debt if you haven't been able to actually use the account at all, again no promises), or there's also GWK Travelex ATMs in The Netherlands where you can send cash directly to any bank account (they come with high fees, but it would allow you to pay off your debt without opening another bank account anywhere).
