Payment didnt arrive

My payment to a friend didnt arrive, 3 days after, bunq says to contact sns, sns wrote to contact bunq and then again sending me back to sns?
What is going on?
How can i solve this?

Piotr Then you should contact bunq support to get the transaction ID. Then you can give this transaction ID to SNS, and they should investigate the payment since they're the receiving bank.

If SNS is unwilling to investigate the payment, there's nothing you can do. They should investigate it. Bunq can't investigate the payment once it has left their systems.
