you can easily create a joint account by adding a sub account on your Home Tab. Both (or more) members of the joint account, have to be bunq users with a subscription.
If you are just two, and one of you is satisfied with Easy Bank, it’s enough that one has the higher tier subscription (Easy Money/-Green).
Or you can use the bunq pack with up to four people who then can have the Easy Money subscription with a discount. (6,25€/Person)

According to this article: https://together.bunq.com/d/49026 This is actually something that may be expected when opening a Local IBAN sub-account. However, Joint accounts cannot be opened with a Local IBAN (meaning not with an IBAN from a country that you wouldn't also get by default anyway), at least for now. So it doesn't explain what Andre is experiencing.
However, given that Andre's bunq account is brand new and only a few days old, it's indeed likely he either hadn't finished verification fully until now or maybe he logged in on a new device and needed to provide additional verification as a second factor for setting up the device.
