This happens when you have Localized Card Protection on, and the physical authorization of your card payments happens based on your device's location. When you're offline, the app can't detect the location of your device, which is why your payments fail.
If you're planning a trip where you won't have any access to internet (including mobile data), you can disable the Localized Protection toggle temporarily, and try making the payment again.
