Hey, It is fixed now. Basically 2 changes are required.
- Change country under App Store
- Change the region under Settings > General > Language & Region > Region

Hello, I am having the same issue. I live in Amsterdam and country and region also set to Netherlands in iPhone but unable to add card in wallet. It’s been a year now. Please help
