bunq is a Dutch bank with a Dutch banking permit. They can use their EU passport to offer their services in other countries throughout the EEA, which is what they're doing. They are not active in the US. (The English abbreviation for EØS is EEA btw for anyone else reading this.)

Citation needed. The only regulation I'm aware of is limiting the types of identification documents that the bank is allowed to accept. Not aware of any that would require it to honor certain documents.
Therefore you need to make some changes to accepting any kind of valid ID in the EU and EOS countries, because we have even freedom of movement that allows person to have these services as citizen of EU or EOS country.

Switzerland is indeed not part of the EEA. If you have moved to an EEA state, you can get a residence permit and use it to sign up for bunq. Your passport (not ID card!) should also be accepted. Maybe this is the reason for the support misunderstanding your issue.
Other banks might have other requirements. The verification requirements are changing with time. 4 years ago there were different systems in place with different rules. The identity verification is necessary to guarantee the safety and security of the banking system and of all bunq users. To this end, the rules need to be adapted sometimes to make sure they fulfill their purpose.
