Ams Easy explanation, really: The shops make contracts with payment service providers that bundle a lot of different services. Contractually, they're now able to and should sell Paysafecash, therefore they get listed on their website. The shops however don't really know what they have bought or signed up to in detail in many situations (for example, the reason why they signed up was because they wanted to sell phone cards etc.) and then you already know what happens when a customer comes in and asks for Paysafecash.
Who is at fault? You can decide by yourself. Is any scam happening? No. Nobody is getting scammed out of their money here... I guess maybe Paysafe is, because they provide a system to shops that they do not properly use, but no user at least.
